Hew graduated from National University of Singapore and tri-qualified in Singapore and England & Wales as well as Hong Kong. He is fluent in English, Mandarin and Cantonese.
He has specialised in construction and engineering law for over 30 years, providing a full range of legal services to clients on major infrastructure, projects and construction disputes in many parts of the world. Many of his clients are the Chinese international contractors on the list of The Top 250 International Contractors, Engineering News-Record (ENR).
He is one of the leading international construction, projects and infrastructure lawyers currently working and living in China, and the only one consistently recognised as an Eminent Practitioner in the field by Chambers and Partners.
Before joining Rajah & Tann (R&T) on 1 January 2024, Hew has over 20 years of experience working and living in China. Hew serves as the Head of R&T Shenzhen Representative Office.
He is a member of the China International Economic & Trade Arbitration Commission (CIETAC) Panel of Arbitrators and has conducted CIETAC arbitrations both as counsel and arbitrator. He is appointed as a member in the List of Experts for Construction Dispute Review maintained by CIETAC from June 2023 for a four-year term. He is also a member of the panel of arbitrators of Beijing Arbitration Commission, Shanghai International Economic and Trade Arbitration Commission. Since 2021, he was appointed as a Visiting Professor of the School of Civil Engineering, Tsinghua University. In April 2024, he was appointed as a mentor of foreign legal services for young lawyers in Shanghai Pudong District for a three-year term.
